I would make the following comments on the Report of the Hong Kong Salaries Commission:-
Para.56.
Allowance to Sister Tutors.
I agree that the allowance should be pensionable. Para: 106 of the Report states that Sister Tutors will
be on the salary scale for Senior Nursing Sisters, however, and the C.3.D. note regarding the comparison between the salaries of Sisters Tutors and
Nursing Sisters in the United Kingdom is terefore not really applicable to the position in Hong Kong. I think it weakens our argument for making the allowance pensionable.
A better comparison is between an "administrative" departmental sister in this country and a
qualified sister Tutor in sole charge (which applies to the Sister Tutors in Hong Kong).

a) I cannot understand how it can be appropriate for a Salaries Commisssion to define the training period for probationer nurses at four years, when that period is already laid down as three years in regulations made under the Nurses' Registration Ordinance.
b) I agree with the C.S.D. note that it is inconsistent to merge the grading of N/S and SN/3 in East Africa and agree to a reversal of that procedure in Hong Kong, though I assume we do not yet know if the East African Salaries Comr33ion will make any recommendation on this poirt. scale for N/S in H.K. covers a period of seven years, and the present position there does not indicate that there will be a reasonable chance for a N/S to receive promotion to S/N/S for several years after she has reached the maximum salary in the N/S grade.

The recommendation regarding women radiographers, physiotherapists and X Ray Sisters is confused. Presumably a woman radiographer is an X-Ray Sister without a nursing qualification. If the latter is to be doubly qualified because her nursing qualification is to be used, then she should receive some additional
salary for her double qualification.
In this country the difference between a Ward Sister's total salary including emoluments, and the minimum scale for Radiographers and physiotherapists is approximately £50. But these two groups are normally non-resident. I cannot find in Report any indication of the relative positions regarding provision of quarters in Hong Kong.
